The Cabinet of Ministers introduced a mandatory negative PCR test for coronavirus, made no earlier than 72 hours before, for foreigners entering Ukraine.

According to a government decree, Ukrainian citizens who return home from abroad must go into self-isolation for 14 days, regardless of which country they arrive from. Ukrainians who have a negative PCR test for coronavirus within no more than 48 hours are exempted from self-isolation.
The following persons are not subject to self-isolation if there is no reason to believe that they have been in contact with a person infected with COVID-19:
- citizens of Ukraine who have not reached the age of 12
- drivers and crew members of freight vehicles, buses carrying out regular transportation, crew members of air and sea, river vessels, members of train and locomotive crews;
- Persons entering from the temporarily occupied Crimea, or crossing the borderline, are also subject to mandatory self-isolation, except for a certain circle of people, if there is no reason to believe that they have been in contact with a person with COVID-19, namely:
- persons who intend to enter educational institutions located in the territory where government bodies exercise their powers in full;
- applicants for education studying in educational institutions located in the territory where government bodies exercise their powers in full;
- one of the parents (adoptive parents), guardians, trustees, other legal representatives or other persons authorized by one of the parents (adoptive parents), guardians, trustees, or other legal representatives accompanying the persons specified in paragraphs four and five of this subparagraph;

Citizens of Ukraine who are subject to self-isolation in connection with crossing the state border, the administrative border with the temporarily occupied Crimea or the borderline, are required to install and activate the mobile application of the Vdoma system.
If it is impossible to install a mobile application, citizens of Ukraine are subject to observation.
Self-isolation or observation of such persons is terminated in the event of a negative test result for COVID-19 by PCR.
When leaving Ukraine, a PCR test will be required to board your flight. Some countries also demand an additional medical declaration testifying the traveler's good health regardless of the PCR test result - Fit-to-Travel Certificate.
Fit-To-Travel (Fit-to-Fly) health medical certificate forms are required by many airlines and countries in their efforts to keep others from getting infected as countries slowly reopen. These documents provide travelers with proof they received a negative COVID-19 test reviewed by a medical professional before travel.

Entry rules to Ukraine
Approved by the Resolution of the Cabinet of Ministers of Ukraine of June 2, 2021, № 583 which stipulated that to cross the border, foreigners and stateless persons must have a negative PCR test, taken no later than 72 hours before crossing the border, or present a full vaccination course certificate.
Also, foreigners are still required to have a medical insurance policy, which covers the costs of observation and treatment COVID-19, and is valid for the entire stay in Ukraine.
Without an insurance policy and/or negative PCR test, the State Border Guard Service will not allow a foreigner/stateless person to cross the state border.
Similar rules were introduced for citizens of Ukraine, with the only difference must have made the PCR test no later than 48 hours before crossing the border. In the absence of such requirements, native citizens are obliged to undergo 14 days of self-isolation.
