How Ukraine adaptive quarantine work and entry rules apply

From February 24, 2021, Ukraine returned to adaptive quarantine.

This is registered in the government decree, which the Cabinet of Ministers considered.

The corresponding document says that it provides for amendments to the acts of the Cabinet of Ministers, extends the quarantine until April 30, 2021, and returns to the division of Ukraine into four zones - "red," "orange," "yellow," and "green."


The relevant list was published on the website of the Ministry of Health.



How does adaptive quarantine work?

Every week, the Ministry of Health updates the list of oblasts taking into account the epidemiological situation in the regions.

Thus, the "green" level provides for the revision or partial lifting of quarantine restrictions.


The "yellow" level envisages restricting the work of fitness clubs, swimming pools, and gyms, visiting educational institutions (if more than half of the students and staff are in isolation), holding mass events, and more.


The "orange" level of quarantine does not imply an increase in quarantine but "signals a potential danger" - approaching the "red" level. It can be introduced if there is an excess of one of the following indicators in the region during the week:

  • the occupancy of oxygen beds in the region is more than 65%;

  • more than 60 hospitalizations with COVID-19 or with the suspected disease per 100 thousand population within 7 days;

  • increase in the number of hospitalizations in the region by more than 50% per week;

  • less than 300 PCR and antigen tests in 7 days per 100,000 population;

  • the coefficient of detected cases of coronavirus among the tested is more than 20%.

If for 3 days in a row, the excess of at least two of these indicators is recorded, a "red" zone is introduced in the region.



Restrictions and prohibitions of the "red" quarantine zone:

  • the activity of shopping malls and other entertainment establishments, cinemas, theaters, etc., public catering establishments is prohibited;

  • educational institutions will not work, except for kindergartens and primary classes;

  • non-food markets and shops, gyms, swimming pools, fitness centers will be closed;

  • will introduce a ban on stopping trains in the region;

  • banks, gas stations, veterinary shops, pharmacies, all grocery stores will work.

Several restrictions continue to apply nationwide, including the following:

  • Restaurants, cafes, and bars must close 22:00-07:00.

  • Attendance caps are in place on public events and religious services.

  • Public transport, except for metro trains, is limited to 50-percent capacity.

  • Social distancing standards are in force.

  • Protective face coverings are mandatory in public, including public transport, public buildings, and crowded indoor spaces.

 

Entry rules to Ukraine


On March 22, the Cabinet of Ministers of Ukraine has adopted Resolution №230, which stipulated that to cross the border, foreigners and stateless persons must have a negative PCR test, made no later than 72 hours before crossing the border.


Also, foreigners are still required to have a medical insurance policy, which covers the costs of observation and treatment COVID-19, and is valid for the entire stay in Ukraine.

In the absence of an insurance policy and/or negative PCR test, the State Border Guard Service will not allow a foreigner/stateless person to cross the state border.


A similar rule has been introduced for citizens of Ukraine: they need a negative PCR test, made no later than 48 hours before crossing the border. Otherwise, they will have to spend 14 days in self-isolation.


The Ministry of Health advises that the PCR document showing the results should:

  • Be in English (translation into Ukrainian is preferable, if possible - not obligatory)

  • State the sample collection time and the time when results were received

  • Specifically, mention the test type – PCR – polymerase chain reaction.

  • Show the full name, date of birth, and passport number of the traveler.

  • Include name, address, and contact details of the lab performing the test

  • Clearly state the result – COVID-19 Not detected or negative.
