The Ministry of Digital Transformation of Ukraine published on July 5, 2021, that Ukraine is introducing precautionary measures to prevent the spread of a new strain of the Delta virus. Therefore, from July 2, 2021, the application Act at Home will have to be installed by citizens of Ukraine who have returned from Portugal, Russia, Great Britain, and India. Or have been on their territory for at least seven days within the last 14 days. And have not passed or tested positive for coronavirus antigen SARS-CoV-2, to be conducted at border crossings are required to isolate under the use of the application "Act at Home."
To cross the border into Ukraine from these countries, Ukrainian citizens need a negative result of a rapid test for SARS-CoV-2 antigen, made directly at the border crossing. The test is to be performed before passing the passport control. Otherwise, it will be necessary to undergo mandatory 14-day self-isolation or observation with mandatory installation of the application Act at Home.
All foreign citizens, holders of a temporary residence permit, as well as stateless persons, need to have one of the following documents:
• a document confirming the receipt of an entire course of vaccination against COVID-19 with vaccines included by WHO in the list of approved vaccines for use in emergency situations; or
• a negative rapid test for the SARS-CoV-2 antigen (RAT, Ag) that was done no more than 72 hours before entry; or
• a certificate of a negative PCR test result done no more than 72 hours between giving the test and entry Ukraine State border.
Foreigners with permanent residency in Ukraine, which arrives from India, United Kingdom, Russian Federation, and Portugal or stayed there for at least seven days within the last 14 days, can make a rapid antigen COVID-19 test at the State border. In case of a negative result, they will not be obliged to undergo self-isolation for 14 days. Or they can refuse to take a test and go on self-isolation for 14 days with the use of the application "Act at Home."
For all foreign citizens arriving from any other country, the conditions did not change. Therefore it will be prohibited to enter Ukraine if not having one of the following documents:
• a document confirming the receipt of an entire course of vaccination against COVID-19 with vaccines included by WHO in the list of approved vaccines for use in emergency situations; or
• a negative rapid test for the SARS-CoV-2 antigen (RAT, Ag) that was done no more than 72 hours before entry; or
• a certificate of a negative PCR test result done no more than 72 hours between giving the test and entry Ukraine State border.
• a policy (certificate) of health insurance covering Covid-19 observation and treatment issued by an insurance company registered in Ukraine for the entire period of stay.
For reference
On July 2, 5,001 people crossed the state border to enter Ukraine from Russia, Great Britain, Portugal, and India, including 1,837 foreigners and 3,164 Ukrainian citizens; 82 persons were sent for observation, and 40 foreigners were denied entry to Ukraine.
The mentioned rule does not apply to:
1) foreigners and stateless persons, who are under the age of 12;
2) foreigners and stateless persons permanently residing in Ukraine,
3) persons recognized as refugees,
4) persons in need of additional protection,
5) employees of foreign diplomatic missions and consular institutions, missions of official international missions, organizations accredited in Ukraine, and members of their families,
6) drivers and crew members of freight vehicles, buses engaged in regular, irregular, and pendulum transportation, members of air and sea crews, river vessels, members of train and locomotive crews,
7) servicemen (units) of the armed forces of NATO member states and participants in the NATO "Partnership for Peace" program, who take part in training events for branches of the Armed Forces.
The Ministry of Health recommends on PCR or rapid test document:
Be in English (translation into Ukrainian is preferable - not obligatory.
State the sample collection time and the time when received the result.
Specifically, mention the test type – PCR – polymerase chain reaction.
Show the full name, date of birth, and passport number of the traveler.
Include name, address, and contact details of the lab performing the test
Clearly state the result – COVID-19 Not detected or negative.
