Ukrainian Borders Are Open According to The Law. But still...

On Travelbans/europe/ukraine/ published on 25.09.2020 we can read From 00:00 on September 28, 2020, the ban on the entry of foreigners will be canceled in Ukraine. They will be able to enter the country if they have health insurance covering coronavirus treatment and comply with quarantine rules. I collected all related facts and mentioned several opinions from State personalities since the President of Ukraine till Ministers' statements regarding the ban on the entry of foreigners, which expired today.

So far, there is no official update from the Ukrainian authorities confirming such ban resumes today!




But still... on the


Regarding entry into Ukraine during the quarantine period


A citizen of Ukraine may not be restricted in his right to enter Ukraine under any circumstances.

From 00 00 min On September 28, 2020, the admission of foreigners and stateless persons at checkpoints across the state border of Ukraine is carried out on a regular basis

(restrictions that were previously established and in force in the period from 00:00 Aug. 28, 2020, to 00:00 Sept. 28, 2020 - canceled)


ALL SOUNDS GREAT, RIGHT?

But this post is dated from 01 Sep. 2020, at 16:21(i.e., 3 days after the ban started)

A bit confusing... If this post was later updated, by rule should show the update time, but it doesn't.


A country in extreme need of international investment and having 14 million foreign visitors every year, the actual way authorities are dealing with the bn is undoubtedly not the way to stimulate international airlines to resume flights or attract tourism.

Further on, the text declares:

Authorized officials of the State Border Guard Service of Ukraine shall issue a permit to a foreigner, a stateless person to cross the state border in case of entry into Ukraine, provided that:


1) he has a valid passport document;

2) the absence of a decision of the authorized state body of Ukraine on the ban on entry into Ukraine;

3) he has an entry visa unless otherwise provided by the legislation of Ukraine;

4) confirmation of the purpose of the planned stay;

5) availability of sufficient financial security for the period of planned stay and return to the country of origin or transit to a third country or availability of sufficient financial security in the territory of Ukraine - for a citizen of a state included in the list of states approved by the Cabinet of Ministers of Ukraine, and a stateless person residing in a country included in such a list.


At the same time, foreigners and stateless persons crossing the state border to enter Ukraine must have an insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with an insurance company - a partner in Ukraine (assistance), and covers the costs associated with the treatment of COVID-19, observation, and is valid for the period of stay in Ukraine.


In the absence of such a policy (certificate, certificate), authorized officials of the State Border Guard Service of Ukraine have the right to refuse to cross the state border to a foreigner and a stateless person.
