Starting Oct. 21, 2021, COVID-19 documentation is mandatory for travel within Ukraine.

The EU officially recognizes Ukrainian COVID certificates in "Diia." The EU has formally recognized Ukrainian COVID certificates in the Diia app. At the same time, Ukraine recognizes the certificates of EU member states and other countries that have joined the Digital COVID Certificate initiative. At an extraordinary meeting of the Cabinet of Ministers of Ukraine on October 11, amendments were made to Resolution № 1236, which provide for tightening the rules for passenger transportation in regions where a "yellow," "orange," or "red" level of epidemiological danger has been established.


From October 21, interregional transportation (land or air) of passengers in regions with a "yellow," "orange," or "red" level of epidemiological danger will be allowed provided that all drivers, aircrew, and passengers have one of the following documents:


If you are traveling within regions with a yellow epidemic level, you need one of the following documents:

  • A document confirming receipt of a full course of vaccination or a document confirming receipt of a single dose of a two-dose vaccine;

  • International, a domestic, or foreign certificate confirming vaccination against COVID-19 with one dose of a single-dose vaccine or two doses of a two-dose vaccine.

  • Negative test result for COVID-19 by PCR or rapid test for coronavirus antigen SARS-CoV-2, which is valid for 72 hours.

If you are leaving or traveling to a region with a red epidemic level, you will need one of the following documents:

  • Document confirming receipt of the full course of vaccination

  • International, a domestic or foreign certificate confirming vaccination against COVID-19 with two doses of two-dose vaccine.

  • Negative test result for COVID-19 by PCR or rapid test for coronavirus antigen SARS-CoV-2, which is valid for 72 hours.


The new rules of interregional transportation will not apply to minors (below 18 years old).

The law refers to both regular and irregular passenger traffic. Namely, road transport on bus routes, air, and rail interregional transport.

The rules will not apply to urban and intra-regional transportation.

The carrier is responsible for the availability of these documents for all drivers, crew members, and passengers.

Note: On a KyivPost article we could read: "A document confirming that the traveler received a full course of vaccination when traveling to or from “orange” or “red” regions" Such clarification was not possible for us to confirm as the published law omits "orange" regions. Probably by default, "orange" and Red" regions are or were interpreted as requiring the same rules as for "red." (This post will be updated if necessary in that regard)

New confirmed cases of COVID-19 coronavirus disease were recorded in Ukraine (including 1,748 children and 368 health workers).

Vaccination against COVID-19 in Ukraine started on February 24, 2021.

Since the beginning of the campaign, a total of 14,124,223 vaccinations have been carried.

  • persons with confirmed and suspicious cases were hospitalized 4,633

  • fatalities 412

  • recovered (persons) 7,630

Tested per day: 117,246 including:

  • by PLR method 63,319

  • ELISA method 9,657

  • studies by rapid tests for the antigen to SARS-CoV-2 44,270

During the whole pandemic in the country up till Oct. 13, 2021:

  • sick: (from a population of 43,397,369) 2,597,275 = 5.98%

  • recovered: 2,311,991 = 5.32%

  • fatalities: 59,935 = 0.13%

  • PCR tests were performed: 13,442,985 = 30.97%

Entry rules to Ukraine


Approved by the Resolution of the Cabinet of Ministers of Ukraine of June 2, 2021, № 583, which stipulated that to cross the border, foreigners and stateless persons must provide one of the following:

  • an international, domestic, or foreign certificate confirming an entire course of vaccination by a WHO-approved vaccine

  • a negative PCR test

  • maintain self-quarantine tracked with the Diia mobile app


Also, foreigners must have a medical insurance policy, which covers the costs of observation and treatment of COVID-19 valid for the entire stay in Ukraine.

Without an insurance policy and/or negative PCR test, the State Border Guard Service will not allow a foreigner/stateless person to cross the state border.


Similar rules were introduced for citizens of Ukraine, with the only difference being that the PCR test cannot be later than 48 hours before crossing the border. In the absence of such requirements, native citizens are obliged to undergo 14 days of self-isolation tracked with the Diia mobile app.

The Ministry of Health recommends the PCR document to:


  • Be in English (translation into Ukrainian is preferable - not obligatory.

  • State the sample collection time and the time when received the result.

  • Specifically, mention the test type – PCR – polymerase chain reaction.

  • Show the full name, date of birth, and passport number of the traveler.

  • Include name, address, and contact details of the lab performing the test

  • Clearly state the result – COVID-19 Not detected or negative.
