Revised quarantine zoning enforced - What You Can Do (or not) in Ukraine

From November 9, the "red" level of epidemic threat applies to 199 administrative zones.

The coronavirus is gaining momentum in Ukraine as the country sets records for the number of new daily COVID-19 cases, forcing quarantine restrictions to become tightened in some regions connected with the updated epidemiological zoning.

Ukraine has 10 179 new active COVID-19 cases confirmed in the past 24 hours as of November 10, 2020.

The "red" level of epidemic danger of the spread of COVID-19 is set  with the restrictions provided for in paragraph 15 of the above resolution of the Cabinet of Ministers of Ukraine № 641 in :


Over the past week, two regional centers have been added to the "red" level of epidemic danger – Kramatorsk and Zaporizhia's cities - with a COVID-19 incidence rate of 383 per 100,000.

In total, 13 regional centers have been assigned to the "red" zone:

  • Zhytomyr

  • Ivano-Frankivsk

  • Chernivtsi

  • Rivne

  • Khmelnitsky

  • Chernihiv

  • Kharkiv

  • Kramatorsk

  • Uzhgorod

  • Zaporizhia

  • Mykolaiv

  • Poltava

  • Sumy

"Red" zone bans:

  • Public transport;

  • Shopping malls and entertainment centers, cafes and restaurants; and

  • Educational facilities.

"Orange" zone in Ukraine

The "orange" level of epidemic threat extends to 11 regional centers:

  • Vinnytsia

  • Lutsk

  • Ternopil

  • Lviv

  • Dnipro

  • Kropyvnytskyi

  • Severodonetsk

  • Odesa

  • Kherson

  • Cherkasy

  • Kyiv

Bans are applied to:

  • Hostels and tourist centers (except for hotels);

  • Restaurants, night clubs at night hours;

  • Gyms, fitness centers, art facilities (with over one attendant per 10 sq. m);

  • Children's camps;

  • Mass gatherings of more than 100 people (one person per 20 sq. m);

  • Scheduled hospitalizations (pregnancies, neonatal care, cancer, and palliative treatment, and life-threatening cases are all excluded from the rule); and

  • Over 50% of the total sitting capacity for public transport.






Quarantine Information

  • Foreign citizens from "red" countries must enter 14-day self-isolation if not carrying a negative PCR test at arrival. Upon arrival at Ukrainian international airports. Test results are emailed within 24 hours, and passengers should follow the self-quarantine protocol until the results are reported to the Public Health Center and consequently sent to the App "Act at Home."


COVID-19 testing instructions and requirements

  • Be in English (translation into Ukrainian is preferable, if possible - not obligatory)

  • State the sample collection time and the time when results were received

  • Specifically, mention the test type – PCR – polymerase chain reaction.

  • Show the full name, date of birth, and passport number of the traveler.

  • Include the name, address, and contact details of the lab performing the test

  • Clearly state the result – COVID-19 NO or COVID-19 YES.

Testing COVID-19 is widely available at the individual's expense, with an average cost of a PCR test is 60 USD.



The Cabinet of Ministers has extended the country’s quarantine restrictions until Dec. 31 due to an upsurge of new coronavirus cases.
